S+B James serves clients throughout California, Oregon, and Nevada, with offices in Sacramento, Palo Alto Irvine, San Diego, and Medford. Our teams work throughout Northern and Southern California and Southern Oregon, including Sacramento, the Bay Area, Truckee, Reno, San Diego, Irvine, Riverside, and the Inland Empire. We also have the ability to support clients in remote locations and frequently follow repeat clients into markets outside our immediate office areas.

Project Types and Market Experience
Yes. Behavioral health is an important and growing market for S+B James. Our experience includes BHCIP and other behavioral and mental health treatment environments, including projects with secure and ligature-resistant requirements, occupied-facility considerations, complex life-safety needs, and state funding requirements. S+B James is particularly well suited for behavioral health projects delivered through Progressive Design-Build and other collaborative methods where early planning and coordination are critical.
Yes. S+B James works with tribal clients on casino, gaming, hospitality, and related projects, including renovations, expansions, gaming floors, restaurants, hotels and resorts, and other improvements within operating facilities. Casino and tribal projects often require complex phasing, careful coordination with ongoing operations, accelerated schedules, and creative logistics. These are areas where S+B James’ solutions-driven approach and occupied-facility experience provide significant value.
Yes. In the past ten years, S+B James has constructed more than 40 pre-engineered metal buildings totaling over 1 million square feet. Our PEMB experience includes industrial, public works, warehouse, maintenance, operations, and commercial facilities. S+B James can self-perform PEMB erection and coordinate the building system with foundations, roofing, exterior envelopes, utilities, equipment, offices, mezzanines, and interior build-outs.
Yes. S+B James has recently completed more than 30 public seismic projects involving structural strengthening, diaphragm improvements, foundation connections, timber and steel reinforcement, and seismic bracing. Our education experience also includes K-12 and higher education, new construction, DSA projects, occupied-campus renovations, and work performed during compressed summer schedules. Our teams understand the planning, procurement, phasing, safety, and coordination required to deliver work on active campuses.
Yes. S+B James has completed projects for school districts, cities, counties, state and federal agencies, public utilities, and other government organizations. Our teams understand public procurement, prevailing-wage requirements, reporting, documentation, safety, and agency coordination, including extensive experience with California Division of the State Architect (DSA) projects. Yes. S+B James has completed more than 1,500 healthcare projects, including medical offices, clinics, dental facilities, hospital improvements, equipment installations, and regulated healthcare projects, including OSHPD-3 facilities. Our teams understand infection control, life-safety systems, utility shutdowns, inspections, complex phasing, and construction within occupied facilities. Construction Delivery Methods
Yes. Progressive Design-Build is a strong fit for S+B James because it allows the owner, designer, builder, estimators, and key trade partners to work collaboratively from the earliest stages of a project. Our DBIA-certified management team and in-house preconstruction professionals help manage design to budget, evaluate options in real time, plan procurement and phasing, and identify risks before they become field problems. We believe the greatest value comes when the team is able to solve problems together rather than reacting after design decisions have already been made.
S+B James provides Design-Build, Progressive Design-Build, CM/GC, construction management, and traditional general contracting. We are particularly strong in collaborative delivery methods where the contractor is involved early and can help influence cost, schedule, constructability, procurement, and risk before the design is complete. Our team helps owners select the delivery approach that best fits their goals, procurement requirements, budget, schedule, and project complexity.
CM/GC, or Construction Manager/General Contractor, brings the contractor into the project during design while the owner maintains a separate contract with the designer. S+B James provides estimating, scheduling, constructability reviews, value analysis, trade-partner outreach, logistics planning, procurement strategy, and risk management before construction begins. Early involvement allows the team to make informed decisions while there is still time to positively influence the project.
Design-Build brings design and construction together under one coordinated team. S+B James uses this collaborative structure to align the owner, designers, estimators, builders, and trade partners around scope, budget, schedule, constructability, and risk from the beginning. Our in-house preconstruction team and DBIA-certified management professionals help manage design decisions against the owner’s budget instead of waiting until major design milestones to identify cost issues.
Design-Build combines design and construction under one team. Progressive Design-Build also brings the designer and builder together early, with the team collaboratively developing the design, scope, schedule, and commercial terms as the project progresses. CM/GC keeps the designer and contractor under separate contracts while involving the contractor during design. Traditional general contracting typically begins after the design is substantially complete. S+B James is especially experienced with Design-Build and Progressive Design-Build because these methods allow our preconstruction and operations teams to contribute early and continuously manage design to budget.
Preconstruction, Budget and Planning
We develop estimates based on the information available at each stage and continuously update the cost picture as the design evolves. S+B James uses JOIN to collaboratively track design decisions and estimate cost impacts in real time, helping the owner and design team understand the financial effect of decisions before the project reaches the next formal estimating milestone. We clearly identify assumptions, allowances, contingencies, risks, and options so the team can make informed decisions and keep the design aligned with the budget.
Open-book financial transparency is a normal part of how S+B James operates. We prepare clear scopes, solicit qualified trade partners, level bids for completeness, and identify gaps and overlaps. Owners receive clear information regarding trade pricing, allowances, contingencies, assumptions, and remaining risks. We believe difficult cost information should be communicated early and directly. Our goal is to give clients realistic expectations and practical options rather than promise an outcome that cannot be delivered.
Schedule planning begins during preconstruction. We identify permitting, procurement, owner decisions, site constraints, long-lead items, phasing requirements, and shutdowns early. Our teams routinely develop creative strategies including advance purchases, early bid packages, phased releases, resequencing, summer or shutdown work, and starting portions of construction while design continues. When schedule challenges arise, we develop options and clearly communicate the impacts so the owner can make informed decisions.
S+B James has a robust in-house preconstruction team that supports projects from early concept through construction. Services may include conceptual budgeting, milestone estimates, real-time cost planning, constructability reviews, value analysis, scheduling, logistics and phasing, subcontractor outreach, long-lead procurement, early bid packages, and risk analysis. Our goal is not simply to estimate the design, but to actively help manage the design to the owner’s budget and priorities.
Construction Approach and Capabilities
Yes. Occupied-facility construction and complex phasing are major strengths of S+B James. We have completed renovations, additions, upgrades, and new work while healthcare facilities, schools, casinos, offices, industrial operations, and public facilities remained in use. Our teams plan phasing, access, noise, dust, infection control where applicable, utility shutdowns, deliveries, temporary conditions, life safety, and occupant separation so operations can continue safely.
Yes. S+B James has self-perform capabilities in concrete, framing and carpentry, sitework, and pre-engineered metal building erection. Self-performing selected scopes gives our project teams greater control over manpower, quality, sequencing, safety, and critical schedule activities. It also gives our teams direct field knowledge that strengthens estimating, constructability reviews, and preconstruction planning.
S+B James is a solutions-driven contractor. When a project encounters an unforeseen condition, budget issue, schedule challenge, design gap, procurement problem, or other complication, our responsibility is to clearly define the issue and bring the client practical options for moving forward. We do not avoid difficult conversations or create unrealistic expectations. We believe clients are best served by receiving accurate information early, along with recommended solutions and a clear understanding of the cost, schedule, and risk associated with each option.
Safety and quality are company priorities supported by dedicated resources. S+B James has maintained an EMR below 1.0 for the past five years and currently has an EMR of 0.67. Our five-person full-time safety team supports project-specific safety planning, training, inspections, hazard prevention, and field leadership. S+B James also has a dedicated QA/QC Manager who supports pre-installation planning, mockups, first-work inspections, material verification, testing, commissioning coordination, documentation, punch, and closeout. S+B James has also completed Oregon OSHA’s five-year SHARP program.
S+B James uses technology to improve collaboration, cost visibility, coordination, documentation, and decision-making rather than simply for reporting. Procore serves as a central platform for project information, while Matterport and OpenSpace provide detailed 360-degree site documentation. cmBuilder supports logistics and phasing, BIM and MEP coordination help identify conflicts before installation, and VPlanner and CPM scheduling support collaborative planning and sequencing. During preconstruction, JOIN allows our teams to collaboratively evaluate design decisions and cost impacts in real time so the design can be actively managed to budget.

Starting a Project
Contact the S+B James office serving your region and share whatever information is currently available, including project location, intended use, approximate size, schedule, budget, delivery goals, and existing plans. A completed design is not required. In fact, S+B James prefers to become involved early, when our preconstruction and operations teams can help evaluate options, identify risks, establish realistic expectations, and develop a path forward.
S+B James is especially well suited for complex projects that need a solutions-driven team. This includes projects with challenging phasing, occupied facilities, aggressive schedules, evolving design, difficult logistics, significant procurement needs, or complex stakeholder requirements. We are at our best when brought in early and given the opportunity to work collaboratively with the owner and design team to develop practical solutions before challenges become problems.
The earlier S+B James is involved, the more value we can provide. We regularly assist owners with feasibility, budgeting, site selection, delivery-method evaluation, scheduling, permitting, logistics, procurement, phasing, and risk planning before design is complete. A finished set of drawings is not required. We prefer to engage early so the project team can evaluate options before decisions become expensive or difficult to change.
