Rogue Credit Union Banking Center, Coos Bay
S+B James Construction completed a new 2,150-square-foot Rogue Credit Union branch in Coos Bay, Oregon, creating a modern, secure, and member-focused financial facility designed to serve the Southern Oregon Coast community. Designed by KSW Architects, the single-story building combines an efficient interior layout with specialized site and foundation solutions developed for the unique conditions of its coastal location.
Inside, the new Rogue Credit Union branch features a welcoming member waiting area, private offices, dedicated member service spaces, a vestibule, employee break room, and secure vault. The site was thoughtfully developed on approximately one-third of an acre and includes convenient parking, pedestrian walkways, exterior lighting, and landscaping that integrates the new facility into its surrounding Coos Bay neighborhood.
One of the most distinctive technical elements of the project was the use of geofoam as lightweight foundation fill. Because of the anticipated coastal soil conditions and the need to establish the building elevation 14 feet above sea level, large geofoam blocks were installed within the foundation area rather than relying exclusively on traditional rock, sand, or soil fill. The lightweight material significantly reduced loads on the underlying soils while providing an efficient and cost-effective solution for achieving the required building elevation. The geofoam was fully encapsulated within the slab and foundation system, protecting the material and allowing it to serve as a stable, long-term component of the building foundation.
Value engineering also played an important role in aligning the project with Rogue Credit Union’s budget goals. Working collaboratively with the project team, S+B James evaluated materials and construction options that could provide cost savings without compromising the overall design intent or long-term performance of the facility. One solution involved substituting ACM exterior panels for the originally specified siding material, helping reduce construction costs while maintaining the desired contemporary appearance.
Construction required careful planning due to the compact one-third-acre site and additional infrastructure challenges. The building’s original rooftop HVAC design anticipated natural gas service, which was not available at the site. The team worked through this constraint as part of the construction process while coordinating the building, site improvements, utilities, and specialized foundation work within the limited project footprint.
The completed Rogue Credit Union Coos Bay branch demonstrates how thoughtful construction planning, value engineering, and innovative building solutions can address the challenges of coastal commercial construction. The result is a modern financial services facility that provides Rogue Credit Union with a welcoming, accessible, and secure environment for serving members in Coos Bay and Oregon’s South Coast.
